Consider emptying your RBC account before doing any back-and-forth. If they refuse to give you access to your own money, switch to firm mode. No need to be polite if they’re freezing funds over their mistake.

Unless you have a huge amount of money, I doubt the manager’s boss will care.

I don’t understand why people think demanding to speak to the manager always helps. Just makes people roll their eyes most of the time.

Yeah, this sounds like they messed up due to your brother’s involvement and are now panicking. Maybe someone thought it was more serious than a currency exchange issue.

RBC does require an account for foreign currency exchange, at least that’s been my experience. Makes sense that they would attach this to an account.
