Help with intradistrict transfer for my son with IEP?

Hey everyone, I’m struggling with an intradistrict transfer request for my son, who has an IEP. The Los Altos School District has denied our request a few times now, saying their FAPE offer is good enough. The reason we want the transfer is because my son’s mental health has been really affected by the thought of not being with his classmates from elementary school. They’ve all been together for 5 years, and now he’s so anxious about the change. This is really important for his well-being. Has anyone gone through something similar? Any advice?
