Steam and the Xbox app say I’m getting download speeds between 40-110 Mbps, but when I check on Windows 11 (near the Wi-Fi/sound icon), it says 4 Mbps. What’s the deal? Is this just a way to make it look like I’m getting my money’s worth?
It’s not the government, lol. Steam and Xbox usually show download speeds in megabytes per second (MB/s), but your system might be showing megabits per second (Mbps). 1 MB = 8 Mbps, so that could explain the difference.

Don’t forget, if something else is using your network while you’re downloading games, that can slow down the reported speed too.
Makes sense. I have a lot of devices connected, so that could be part of the issue too.
