GPU Benchmarking 14% Lower - New Windows Install... Anyone else had this issue?

So, I’ve been noticing some random hitching in games with my 9950X and RTX 4090 setup that I’ve never experienced before. Even with sub 40% GPU load at max settings, it’s not a headroom issue. I thought it might be the new NVIDIA 566.36 drivers, so I rolled back to 566.03, but I’m still seeing some performance dips in 3DMark. Has anyone else experienced this? Here’s my build for reference:

  • ASUS ROG STRIX X670E-E GAMING WIFI
  • Corsair Dominator Titanium DDR5 64GB 6000MHz
  • MSI RTX 4090 SUPRIM LIQUID X
  • AMD Ryzen 9 9950X
  • Seasonic Prime TX-1600W ATX 3.0

Everything’s set up right, and all drivers and BIOS are up to date. This is the most stumped I’ve been. Any ideas what’s causing this performance dip?
